If you are overseas, try ring a local consulate first. My passport was stolen, as distraught I was, they provided no information to me. I had to call back three times. After that third phone call, I googled my answer. I know they are trying to steer themselves out of a call centre job by having the internet, but people do need assistance via voice! not everyone has access to a laptop when traveling overseas.
