wasted my time..made me view the flat first time, ...

wasted my time..made me view the flat first time, after a week i get told flat is available and they would offer it to me. so i go to their office and fill in application form, then next day i get told the flat has been offered to the council and its not available anymore. this is unproessional, wasted my time and made me travel long way which cost me lot.
