Even if you are only transiting to another international flight you need to do fingerprints, immigration (24h visa free entry), customs, security and exit immigration.

The staff were repeatedly confused by my onward boarding pass, resulting in huddles and hushed discussion that always dissolved into a wave forward to the next stage without explanation. And the gate staff were convinced that I had checked baggage for no apparent reason.

To be fair, everything worked smoothly despite the inherent inefficiencies, but I am surprised that they aren t set up as a transit hub like most large international airports.
