I attended in 1999 and I'm glad it looks like things have improved. It was pretty bad back then. More like a minimum security prison than any sort of education center. I did get my HS diploma, some basic welding knowledge, and a couple of PC repair certifications. Mostly I learned that I could have gained those same skills on my own while not giving up my freedom. A couple of staff had a long term impact on me (Craig Jackson who led the high school program and Jay who taught the PC services trade), but most of them were there begrudgingly and seemed to carry hostility towards the students. The food was awful and they had 6+ people to a room. There was no privacy, no freedom of movement. That was a very long time ago, though.
