Sadly living in a republican state this is another toothless office who can only suggest if they see something wrong or right with regard to how much a utility can charge for its service. While this office does its level best to protect the general public from unfair rate hikes and utility over reach by the utility companies it has no real power. When will people learn that not all regulation is bad, if I had 3 or 4 power companies to choose from then I would agree we need less regulation but given that very few of us have a choice in our utility providers (because there is only one) there has to be strict regulation in the utilities sector.
