Someone needs to have a close look at their procurement department. You have to pay R500 for the opportunity to tender and you still have to download the tender document off the net. Takes one hour to register as you have to pay only by card in order to enter only to listen to a regurgitation of the tender document and people that cannot answer questions. In a recent tender for a Project Management unit, the tender document stated that you required an entire team of professionals of various disciplines but at the tender meeting it was discovered that you only have to bid for project management only. Seems to be misleading people to submit incorrect bids so that pals can get appointed and other discqualified. SCM representatives get aggressive with persons asking questions.
