Some facts you will need:
The bureau of automobile repair (BAR) has jurisdiction over such a shop.

You should submit a Demand letter to such a shop; after they fail to repair your vehicle, and prior to requesting the BAR investigation.
When the BAR completes its review you should request it to be sent to the court for your small claim. This is called subpoena and the BAR has a very nice person who will send it. They need at least 2 weeks to get it to the court in time for your small claim.

Small claims has a limit for damages ( around 10k$ in 2017) and I don t think you can hire an attorney for the hearing. Maybe to keep the cost of claims down. ( or ...as the process is convoluted perhaps it is a concession to business to help reduce the number of small claims against them )

small claims filing is in the Santa Clara superior court house on 191 n. First street, the filing fee is 50$, it takes about 3-5 weeks to get a claim into court, the defendant can request a continuation one time (each time you try to get the paperwork filed), an error on your paperwork ( like listing Joe the owner of a business vs scooter land will allow the defendant to be excused... until the correct party is named in the case), Scooter Land US LLC is the correct business name for a lawsuit.

AND any person over 18 can deliver service to a business receiving court papers or you can pay a process server to do it and send the proof of service to small claims court.
