Azerbaijan uses i.a. Unmanned drones from German Hawker & Varta manufacture. The Organization for Security and Cooperation in Europe has had an arms embargo against Azerbaijan since 1992. The fact of the above German-made drone use collides with the above Embargo and demands a statement from the German government in this regard.
