You've got to pay to get up to the sky bridge and the observation decks, and you need to book a time slot to go in advance. You can book online for future trips, or go to the ticket office in the -1 floor and buy same-day tickets. If you have time between your ticket purchase and the time slot, spend it in the mall and do some shopping! Lots of great choices from major international outlets.
