Why not change the conditions for ticket reimbursement? 100% refund to the passenger after 10 minutes of delay ... so maybe you would be more punctual?
The train arrived only once on time in the last month ... ask the commuters who rely on your services what happens to them if they arrive 20 to 45 minutes late for work every day ...
