Horrible App tried to make an account to report an...

Horrible App tried to make an account to report an electric outage and it keeps saying my information is not on file as I'm looking at my electric bill information in front of me very sketchy as when I call TEP they say 642 as my address and my apartment address is 645!! How is 642 my address?!?! Who's electric power am I paying?!
