This is against the Housing act, as general painting and carpet upkeep fall under aging of the property, which is not the tenant's responsibility to pay for. They also provide you with a fake invoice for this, with no details except an unregistered contractor name with a number that doesn't exist, and afterwards a different "contractor" contacts the new tenant. They know how slow and difficult the process is of lodging a complaint at the Housing Tribunal. And how expensive it is to get legal help. So that's how they make their money. I hope this gets out and that the wheel turns and pull these crooks' smirks off their faces.
