they are poor wretches who, not knowing how to do anything, do this "work" for them. They are only to be made fun of. They try to extort money, maybe someone falls for it. Logically they are scammers and only act by telephone .... (better for them ...) do not fall into their trap and report is useless. The Public Prosecutor's Office doesn't even take it seriously because it's as if they were reporting that a car was seen passing through a yellow light.....(I don't know if I explained myself).........
