At my smart meter replacement visit the tech said i needed a new inside shutoff which i knew,but that i also needed a new curb stop valve and that its my responsibility to hire a plumber and pay for it and i had to have it done in 10 calendar days or they would terminate my water. I only get paid soc sec once a month and they couldnt wait til payday. Ended up not needing the curb stop,had to pay the city to turn the water on and off,had to reschedule my plumber 3 times and spent a long series of phone calls and waiting for people to show up. The tech said many residents were angry with him. I can see why. What a nightmare.
