New silencer missing parts with an IOU in the box.

I received a new silencer that contained an IOU for the shim kit!!! I tried calling the number on the IOU which was disconnected. I tried calling the main number for the Silencer Shop and waited on the phone for over an hour and then finally accepted the option for a call back. Never received one. Called the next day, waited on the phone for 52 minutes and someone finally answered, asked me if I was a dealer and I said no, then he immediately transferred me into another phone que! Waited 1 hour and 12 minutes and then was disconnected! I still don't have the missing parts.
