I've been there a couple of times and the staff there is really knowledgeable and helpful. They are very patient and will give you as much time as you need to make a decision. They are not pushy and they will give you all the options unlike in other places that encourage you to take a plan from a specific provider regardless if it really fits your needs. They even are willing to help even if you didn't get your plan through them. When friends ask me where to get a phone I tell them if they want to do it hassle free Cellular Israel is the place to go.

Hi, I was there and they gave me real bad service with attitude, I was waiting there for hours and didn't listen to me, they're letting in others that was back in for me in the line, before me.
They told me a price, which sounded cheap, but at the end they changed me much more, like example they have told me I can get an American number for free and afterwards I was charged $15.
And much more real real bad service how they dealing and everything..

If you are a visitor to Jerusalem and are looking to buy a smart phone DO NOT go to this shop. Firstly, their website, showing a large selection of phones, bears no resemblance to reality ...because there are NO smartphones for sale. Secondly, because the shop is located in an ultra-orthodox community, my wife, who always dresses modestly, was harassed by some haredi woman who told her she must wear a skirt in this neighbourhood. Stay away from this place.

I came here to get my Israeli SIM card. The owner is an American who moved here awhile ago (so he's also fluent in Hebrew, if you prefer that). Getting the SIM and setting up my account was super easy. I would recommend coming to this place if you're in Jerusalem.
