Appalling service.went to get ten year EU residence permits been here since 2004. Had all documents and more copies took me hours to compile only to be interrogated as to why I wasn't working I. France despite this being the department the channel tunnel comes out in and the french tax returns clearly statingforeign income.partners irish nationality and passport queried. Is this north or south?then told times up you need to come back !this was despite being interrupted several times by others asking to have their dossiers checked despite it being a time limited slot.have to go back in November.not funny.reflects badly on france.I know it can be must the same in the UK.have had to seek help of ombudsman and European commissions solvit service.shame on you prefecture arras service for integration and foreigners.thank goodness the procedure for applying for nationality is at lille where they don't seem so redneck and xenophobic!and yes we like it here but don't like little jobsworths who can't even do their job efficiently!
PostScript.after contacting EU solvit service after hearing nothing after eventually successfully submitting dossiers it panned out very interestingly.
Our carte sejours were ready to collect six weeks after submission but they made no contact with us despite having landline and address.further I wrote twice in french with stamped envelopes asking for a formal decision and announcing my intention to appeal using the EU europa appeal mechanism.nothing!one phone call from solvit and yes the cards are there!
Made the appointment to collect the cards and on arrival couldn't have been more different from first visit.helpful courteous staff beaming smiles and even a fonctionaire clearly visibly going out of her way to assist a client in difficulty.
While my first observations stand my return visit represented the France I know and love.
I felt no need to pursue a complaint despite the bizzare nonresponse to the two sae.
Relieved however that the next step acquiring french nationality is a process undertaken in international European city of lille!

Incredible but true
The prefect received the medal of the legion of honor, despite our letters and our complaints. He never deigned to answer clearly with his pen.
He didn't care about us.
He is a civil servant at 10,000 euros / month without taking into account the total or partial gratuity of his rent-heating-electricity-water and other unknown donations.
We give anyone the medal.
No respect for the victims.
No answer as usual.
Great school, no education to be polite
The French public service is lamentable, the telephone reception of this prefecture is proof of this.
Thank you for the reception, which was a little cold at first but impeccable afterwards. My more than reasonable waiting time made me understand the patience it takes to work at home. Good luck
