HCRD is a government agency and that must be taken into consideration. However for what it is the staff was considerate, kind, and even helpful. I entered, signed in, was summoned shortly after and even able to utilize an outlet to charge my perishing iPhone.
All in all HCRD was one of the highlights of the legal situation that brought me in one afternoon.
Be prepared to be patient, wait a little, and polite to the staff and you'll get what you need.
Make sure you have photo ID, you'll need it to get a guest pass for the building.
