I really don't like writing reviews...However this company prompted to at this time due... My observation's over the years starting with constantly increase in {HOA}Payments and no improvement service and live operator answer any question you might have regarding security of grounds. Landscaping, broken old vehicles being park in visitor stalls. I don't understand why we haven't been fine for wasting water by the City of Carson, Ca. sprinkler heads busted leaking hundreds of gallons of water This is just a view of the problems and I'm worried I don't want property values to fall due lack of up keep and security of grounds. I can't access my own complex due to cheap remote controls that they over charge us for purchase 40.00 a remote and that means for each household you will be 80.00, and usually only last about {2} years. I might have to run for president of the (HOA) And shop the market for a company who wants to provide a professional service worthy of what we are being charge!!Horizon someone's watching and evaluation of your service is not good at all... I'm being kind by issuing even issue a (1 Star )review.) I'm a hardworking person who at the in would like to my house is being well maintain and I can access complex after working hard all day. Hello Roy - Hello Sue Here in short, from day one when we met a few years ago, I was convinced that your company was right for us, unfortunately then we were one vote short........ We all enjoy working with Kelle, especially I do, she is on top of all items we need, from the most important to the ordinary and we never have to remind her twice. Intelligent, knowledgeable and witty as well, she is a superb asset to your company. I also like the monthly management reports for the board, very detailed and easy to follow and understand, the agenda as well, very helpful indeed. Worst HOA ever. They charge $525 per month and it's ridiculous how little they do for you. During COVID especially, they did nothing to help residents while stuck at home by allowing contractors to make as much noise as they want, for as long as they want, and with no apparent rules for how loud you can get. Most places have a restriction for decibles.
They didn't even enforce parking blockage at firelanes due to contractors trucks, and they didn't even fine them like they said they would in CC&Rs. They tell you not to confront neighbors to solve your problems, but they don't do anything to help you. You are left to deal with everything on your own, from people blocking fire-lane (huge risk in event of fires), to people doing construction on sundays or super early in the morning, to making us ask construction workers to wear masks (most do not). Tammara Mencias was especially insensitive and unhelpful, and is a leading reason why my family will abandon this poorly managed property. They just don't care and just don't do anything. Lazy lawlessness is how I would describe their management. My wife just delivered a baby and we are having to just deal with whatever construction noise and fire-lane blockage we get thrown at us, and there is not end to it. Every week someone new adds to the noise by doing construction and blocking fire-lanes because "why not...nobody enforces anything". Other properties I've lived at send constant updates about construction and enforcement of rules when residents break them. This place just takes your $525 / month and does nothing. Worst property management ever.

Our association switched due to the yearly increase in fees, decreasing services and rudeness to the Assiciation members. We were with a new company and zero dues increase in 3 years. Apparently, there was a board takeover and a unilateral decision was made to return to Horizon. Receive a dues notification today and will have to pay a late fee. And, per the old normal, I was contacted by email after hours and told to give them a call to discuss. Need a lawyer!
