New resident to the city with zero knowledge of a backflow. Asked for forgiveness but person in charge, Robert, denies refund of penalty after we comply with test. Although late we are new tot the city and never before had to comply with backflow testing. Robert mentions the city robo calls (convenient), refers me to their facebook (who checks?), and mentions that we should of monitored the backflow prevention Avon lake web page. If I had a choice Avon Lake water world not be mine.
