If you wish to take photo with less people around, be at the shrine just after sunrise.(may need night mode camera on your phone to take photos of the right exposure) Also, climbing higher would help in avoiding the crowd too. A full round around the shrine can take up to 2hours, much longer if you are wearing kimono/yukata. Try to come when there is fine weather, as shelters from the rain are pretty rare.
Previously when we tried to source for the best value kimono/yukata rental, we went with near Fushimi-inari Station. You probably want to check out their website early as reserving 1 day before hand is cheaper than renting on the actual visit.
