When will the broadcasting fee actually be abolish...

When will the broadcasting fee actually be abolished? I can only agree and say that you will not get any bills only notices or very expensive dunning notices. No way to tell for what period that is. At my question, the lady was unfriendly, has told something of Bringschuld, although I paid for every call and hung up. So they prefer the direct debit authorization, but who controls it?
