It is located at 4, Istiglaliyyat, Baku. The foundation of the building was laid on May 18, 1900, and construction was completed in 1904. In the initial project, the building was two-storey, but later a number of changes were made to it.

Architect IV Goslavsky (1865 - 1904) did his best to make this building, built in the Baroque style, magnificent and worthy of the Baku Duma. The city municipality did not spare funds for the construction of the building, which cost 400,000 rubles. Red bricks were brought from Italy to decorate the facade.
