To be clear, the quality of the staff has dropped dramatically.
The dishes in the meal are tidy up and the service person at the entrance doesn't know anything about the hotel, and honestly speaking, I don't think it's worth the Westin.
Of course there are of course friendly staff and the quality of breakfast has improved.
So we have 2 stars.
Why don't you bother with breakfast at another hotel?
