Free in Los Angeles is a great thing. If you're able, I would absolutely recommend walking up instead of taking the tram - you get some pretty cool views and a nice leisurely stroll. It's pretty easy to get lost, so I would suggest taking a map with you. Going on a sunny day would probably be best for viewing the architecture, city, and artwork, as some of the artwork is lit partially by skylights which make it less-than-ideally lit on a gray day.
