I did not expect a hotel of such poor quality in M...

I did not expect a hotel of such poor quality in Monaco. Upon arrival around 8 pm we asked about the options for dinner in the hotel room, this was no longer possible at 10 pm and only a cheesecake was possible. The next morning we ordered breakfast in the hotel room, me and a friend ordered both via the app. I received my breakfast but there was no waffle that I ordered separately with my breakfast (at a cost of 5 euros). My friend never received his breakfast. After informing the desk, we received a parking ticket as a solution (same cost as my friend's breakfast, 22 euros). I have not received a refund for the waffles (total cost of my breakfast 29 euros, 22 euros without the waffles). As I received my breakfast and my friend didn't we immediately called room service, the person answering couldn't speak English and just put the phone down without taking the initiative to arrange someone who can speak English with us. Normally I don't mind if I don't receive the waffle, for example, but for a hotel room of 465 euros per night, in Monaco, I think this is very strange and unprofessional.

The hotel room itself was warm and the possibility to open a window was unfortunately not available.

For a hotel in Monaco I did not expect this and this was my first and last experience with Novotel.
