I really are disappointed!!!!For 3 week the phones...

I really are disappointed!!!!For 3 week the phones are busy each day, doesn't even ring at all. Can't find my parcel anywhere that I ordered over eBay posted through DHL GLOBAL! Need to know if I must get my refund and only have 3 month to do so and are waiting for 2 months already for my parcel.
