This is the single most ineffective phone system in probably all of Texas. It's no wonder our city is in bad shape. You can't even get to the point where you talk to a person. You can use the automated system to pay a bill, or you can select to talk to a customer service Rep, at which point the system "answers" and promptly disconnects.
