To my knowledge (the lack of transparency of the center is almost absolute), they lack a protocol to detect and prevent undercover abandonment. In practice, this means that there are animals (identified with chip) that can be spent there months before their owners go to pick them up at the last minute to avoid the relevant penalty. This, moreover, can be repeated indefinitely (even more than 9 times in the case I know first hand) without the center staff doing anything to avoid it, even when they know that there are families willing to adopt them.
