I lodged an appeal online through city of stonning...

I lodged an appeal online through city of stonnington website before due date but they send me a letter with additinal fee called payment reminder notice. I called the council and they say I lodged the appeal after the due date. However I had received lodgement confirmation email from the council with online reference no as soon as I lodged and ofcourse it is before due date. So I provided the online number but they say it is not linked to their system (infringemnt number) and I need to email stonningtonparkin@penixsolutions.com. I think I confirmed spelling by repeating but it came back as error, so then I called council again and they say stonningtonparkin@"t"enixsolutions.com. I tried sending an email again and came back as an error again. I kept googling and finally I found possibility of need ".au" at the end, tried, and I could send an email to them succesfully.

First,
I don't know why the council does not print email address : "stonningtonparking@tenixsolutions.com.au" on infringment notice or at least, on the second notice (the notice with payment reminder notice) if this email "stonningtonparking@tenixsolutions.com.au" is only email people can communicate with council , regarding to parking infringment notice after initial appeal is rejected.

Second,
Online reference number and infringemnt notice number should be linked immidately once appealing fine is lodged.
At least, when people call the council, the operater should be able to access the information of with online reference number.
When loding appeal, peiople have to put infringemnt notice number, email, write appeal and submit and get online reference number immidiately via email.
I don't understand why infringment notice number and online reference number is not linked automatically at this stage.
I don't understand why the operater cannot access to any infromation from "online reference number", even if these are not linked automatically.

Third,
tenixsolutions.com.au is data.com.au
Domain name, data.com.au is simple and easier for people to remember and use. I don't understand why the council use "parkingstonnington@data.com.au"

Also city of stonnigton is public sector, why not use .gov.au domain?
