Called the council, to change my DD. Waited 20 min...

Called the council, to change my DD. Waited 20 minutes to talk to the main receptionist, who then put me through to the Council Tax department. Waited in that queue for another 25 minutes when the call was just terminated, whilst waiting. Solihull CC appears to be very quick in taking council tax money out of my account, but extremely slow, and in this not available to deal with my issues. That's what happens when a supplier has the monopoly. Sadly, I can't switch my council services supplier. I don't know is Solihull CC has a quality assurance department, to check different departments performances and compare them with similar operations in the private sector and publish their findings. I don't even know what the KPIs at Solihull CC.
