I received this item relatively quickly, however, ...

I received this item relatively quickly, however, I have not yet seen the solar feature activate. Not understanding if it doesn't work or the battery needs re-charging. No charging unit included for the battery. A new battery did not seem to bring any results either -even after the 24 hr. charging instructions followed. Not sure if battery is wrapped because it is protective or if this is how a rechargeable battery for outside use is typically installed.
