Called in and got an operator almost immediately; got transferred to an appropriate staff member quickly. I had a list of fairly specific questions about the requirements for student/cohabitant residence permits and they were very polite and helpful. They couldn't give exact answers on all points, but they were able to recommend who I should email directly for better results (UDI).
