He was shoved, the male who shoved him backed up, did not advance towards the male on the ground nor did he stand over him. The Male on the ground had time to pause and think about pulling the gun.

His life at that time was clearly not being threatened.

This was clear cut murder or manslaughter 1. This is clearly a law enforcement first week training issue which you the Sheriff should know.

I am an ex law enforcement officer and you sir are wrong not apprehending the shooter.
