As a property owner, I highly advise that you do not work with his program. They assisted putting a tenant in who is not capable of communicating or paying rent. They offered assistance at move in, and as soon as the tenant was placed and supposed to start paying (and didn't), the case worker notified me that they are no longer offering any assistance. Beware!
