Can't tell the difference between illegal contraba...

Can't tell the difference between illegal contraband and sugar, because they do not train their officers well enough, they put three individuals through a lot of stress, because they were not intelligent enough to tell that a substance was sugar, but hey, innocent until proven guilty, right? Or does that not apply with this department?
