I really do not understand the concept/term ultra ...

I really do not understand the concept/term ultra all inclusive , since if u want to do smth like eat some sea fruit u have to pay like 150 in the hotel and u have to pay extra money for a lot of activities.....well what can i say must be that i didnt understand the services of this resort. They have no ski jet activities or any sea involved activities.
