Harbor Regional Center is massive bureaucratic institution responsible for providing developmental disabled individuals the services and supports they need to live an independent life. Our family has been dealing with them for 20 years and had nothing but awful experience in dealing with HRC. Incompetent, inefficient and a waste of tax dollars.
