called to report a high voltage box with the cover...

called to report a high voltage box with the cover knocked off exposing high voltage wires. entered the number for an electrical emergency . after being hung up on twice, i got a recording telling me my wait time would be 15 minutes. no offer to leave a voice message. currently waiting but will likely be disconnected before reaching an agent. hope no children playing get electrocuted in the meantime. why do they have an emergency extension if nobody answers it ?
