They call a household to offer switching from the current operator. A person who is not an owner of the line answers the phone, and agrees under pressure. They immediately send the info to the current operator to cut-off the line.

They cannot do that unless identifying and getting the approval from the real owner. Ridiculous. This is fishing. And also illegal.
