Thanks to David Carter for coming out late last night. Unfortunately he was unable to repair my unit due to the following notes on my receipt.
Pulling 26 amps,unit rated for 23.9 amps.
Bad defrost board and contactor.
His recommendation was to replace unit at an estimated 8800 to $10,000.

I had another company come out today and found a loose thermostat wire and some moisture in an overflow float. Presto. Unit comes on and is working fine. Pulling 14.6 amps with board appearing ok and contactor showing some burn around contacts but working fine so far!
So much for A#1
