Two stars for two reasons: (1) the building itself is a bit of an eye-sore and has not been properly maintained in terms of the facade. It's funny that a ministry whose battle cry is to reduce alcohol consumption is surrounded by bars... (2) the civil service in this ministry has been plagued by frequent changes of minister and policy, which has hampered its effectiveness.
