This place is for foreigners inclusive of those PR living in HK but Do Not hold HK or China passports.
We waited 30mins for one number in queue to be called to submit forms. No staffs at information counter upon arrival. Were asked to queue to get numbers upon walked in, but the queue at the entrance was for people who had completed filing up their registration forms. You can actually just walk in and fill up whatever form you need and then queue at the entrance. Many people were stuck at the entrance not knowing what to do. A chaotic situation.
