For different reasons I visited the city 3 times in 1 year, the 3 times I dressed the place, well attended, good beer, food, without great pretensions is decent, salads, some typical Romanian dish. For a casual lunch or dinner is your place in Cluj.
One of the times it was very crowded and the food was slow to arrive, I insist it is an informal place, but well attended.
