I went to this facility in May 2019 for replacement of suspension balloon of my truck International 9200.
A balloon has 3 bolts and by any standards it cannot take more than 30Minutes to replace a balloon even if you have to use tourch. I was charged 1.35 Hour. An when I requested the management I was told it's normal.
