I can not understand! 30 minutes to assign a ramp ...

I can not understand! 30 minutes to assign a ramp to unload! Then another 4h00 to download! With the excuse that they were finding a place to put the goods in the warehouse! And still want to be independent, working like this I don't know how long independence would last ...
