What is the point of having a person pick up the p...

What is the point of having a person pick up the phone lines before 8am if they cannot give you appointment details(location, dr etc)nor be able to access the appointment system?
Every person I spoke with at this hospital answered so rudely and we're not helpful at. would it kill you to put a smile on when you answer or sound a little less depressed?
