Every time I'm transferred to the "recruiter", I get hung up on and no one calls back.

Is it possible that the recruiter doesn't have your correct number and email address? I would be sure to leave my number and email before hanging up on and if not called back I would tell the receptionist that you have not been able to actually have a conversation with the recruiter, although you have called many times. Perhaps, you can resolve the matter and finally receive some information on relevant job openings at the agency.
