It's fine to work on roads and I understand that no matter what you do, if you're working on a road people will be upset by the traffic, but when you're supposed to have workers directing the traffic efficiently and they stop a 10 car line for 5 or 10 minutes just for 1 or 2 cars on the opposite end to come by, you might as well just have stop signs, so 1 car from each line can go. Many times the "traffic directors" are just on their phones, ignoring the public and getting upset when they start going up the road they're working on. Either hurry up and finish the job or have competent workers to help folks in and out of the area.
