I attended a festival at the park. We were limited to the area overlooking the river. It is a beautiful space to look out at the water but the space is limited. I'm not sure if you can do anything but stand at rail & look out. It may not be an area where chairs/picnic tables are permitted. Only downside is the walk from the gate to the area is about a 1/4 mile long and unpaved. That means comfy shoes and maybe not your best clothing.
